The Active Transport Strategic Master Plan (ATSMP) isn’t just about bike lanes or sidewalks. It’s about building bridges—between national agencies and local governments, between experts and ordinary commuters, between plans and lived realities.
At its heart, ATSMP is about listening, connecting, and aligning. We’re working to unite different voices—engineers, transport officials, local leaders, active transport advocates, and everyday Filipinos—into one shared map. A roadmap not just for roads, but for change.
Because building safer, more inclusive streets isn’t just a technical task—it’s a human one. And to get there, we need to walk together.

Creating safer and more inclusive roads starts with understanding who uses them—and how. The hierarchy of road users helps us prioritize safety and design decisions based on vulnerability, not just volume or speed.
- Pedestrians should always come first. - Whether walking to school, work, or for leisure, they are the most exposed and deserve the highest level of protection.
- Cyclists are next in line. - They contribute to healthier, greener cities and should be supported with dedicated bike lanes, clear signage, and safe intersections.
- Public transport users must be empowered. - Efficient, reliable, and accessible public transportation reduces congestion and emissions, benefiting everyone on the road.
Existing Bike Lane Network
The current bike lane network serves as a backbone for safe, sustainable urban travel. Designed to support cyclists of all ages and abilities, these lanes offer dedicated spaces that reduce conflicts between bicycles and motor vehicles.
- Promotes Active Mobility - The network encourages daily cycling as a healthy and eco-friendly alternative to driving. It connects key destinations like schools, workplaces, parks, and transit hubs.
- Improves Safety and Accessibility - Clearly marked and strategically placed bike lanes help protect cyclists, making road sharing more predictable for everyone. Separated or protected lanes further enhance safety in high-traffic areas.
